Expacare

Expacare was established in London in 1982, with the aim of providing international private medical insurance with 24-hour global assistance to individuals, families, small medium enterprises (SME’s) and corporate clients.

They pride themselves on the five values that define them – caring, professional, open, honest and compassionate.

In the UAE, Expacare has partnered with Al Ain Ahlia Insurance Co. to provide Dubai Health Authority (DHA) and Health Authority Abu Dhabi (HAAD) approved medical insurance plans.

Expacare provides numerous plans with different variations and a dedicated named account manager for all corporate medical insurance clients.

Overview

Medical insurance plans - Dubai Choices Plans:

Compulsory Plan (Core, Cancer Treatment and Chronic Care)

  1. In-patient and day-patient hospital services including diagnostics and physicians', specialists' and anesthetists' fees
  2. Palliative care
  3. Congenital cover
  4. Emergency medical evacuation
  5. Ambulance services
  6. Rehabilitation facility as an alternative to post-acute care (maximum 14 days
  7. Hospice care (maximum 6 weeks)
  8. Repatriation of mortal remains or local burial costs
  9. Dental treatment following an accident (within 3 months of accident)
  10. Post-hospital out-patient treatment (follow up)
  11. Out-patient surgery
  12. In-patient psychiatric treatment
  13. Parent accommodation (if treatment of child under 18 requires hospitalization)
  14. Surgical/medical prosthesis and appliances
  15. Mobility aid
  16. CT, MRI and PET scans
  17. Kidney dialysis
  18. Organ donor costs

Flexible options that must be added to the compulsory plan highlighted above are as follows:

Option 1 – Dubai Module (1 of the 3 options below is compulsory)

Dubai Module – Maternity 1

  1. Companion hospital accommodation
  2. Maternity – out-patient
  3. Maternity care (routine)
  4. Maternity care (with complications)
  5. Maternity care (emergency surgery)
  6. Newborn care
  7. Vaccinations and inoculations for newborns and children
  8. Preventative services
  9. Emergency dental treatment
  10. Hearing and optical

Dubai Module – Maternity 2

  1. Companion hospital accommodation
  2. Maternity – out-patient
  3. Maternity care (routine)
  4. Maternity care (with complications)
  5. Maternity care (emergency surgery)
  6. Newborn care
  7. IVF (In vitro fertilisation) (50% co-pay and 2-year waiting period applies)
  8. Vaccinations and inoculations for newborns and children
  9. Preventative services
  10. Emergency dental treatment
  11. Hearing and optical

Option 2: Out-Patient Treatment (1 of the 2 options must be selected)

Out-Patient Extended

  1. Overall maximum policy limit – USD 2,550,000
  2. Out-patient option limit
  3. Consultations and diagnostic services with doctors or specialists
  4. Out-patient psychiatric treatment
  5. Prescription drugs
  6. Vaccinations
  7. Hormone replacement therapy (HRT) for menopausal conditions
  8. Physiotherapy
  9. Occupational therapy
  10. Complementary therapies
  11. Traditional Chinese medicine and bone-setting
  12. Developmental disorders (maximum 3 visits)

Advanced Out-Patient

  1. Overall maximum policy limit – USD 8,500,000
  2. Includes all the above plus:
  3. HIV and AIDS treatment
  4. Rehabilitation for alcohol and drug addiction (lifetime limit)

Option 3: Additional Benefits (All the below are optional)

Dental, Wellness, and Optical

  1. Dental treatment (20% co-pay applicable)
  2. Wellness benefit
  3. Optical cover

The pros

  • Financially stable with strong backing from Lloyd’s of London
  • Very low annual increase (between 3 – 7% for the last 5 years)
  • Offer a ‘company policy’ feature that allows easy addition and reduction of employees.
  • Employees can have the same policies, premiums, renewals dates etc.
  • Medical History Disregarded (MHD) starting from 5 employees (market average is 10 employees)
  • Use MedNet App for claims submission and tracking
  • Healthy discounts can be up to 25% for new members

The cons

  • No local presence in the UAE and therefore rely heavily on their partner
  • HQ is in London and therefore they work on London time zone
  • Unable to offer highly competitive corporate schemes
  • No international networks
  • Waiting periods on certain benefits

How long does it take for a claim to be processed?

Claims are generally paid within 10-15 working days however this is subject to the type of claim and accuracy of documents submitted.

Expacare has a consistent track record of providing below-market inflation increases, with less than a 7% increase in their base rates in the last 5 years. As the medical insurance market can be volatile, Expacare aims to provide stable and long-term solutions to our clients.

Expacare has partnered with MedNet to utilise their network and handle their claims in the UAE. MetNet is an established well-known brand that offers quality customer experience. Although, due to a lack of presence in the region, escalations tend to get delayed.

As Expacare is financially stable and insured by Lloyd’s of London, defaulting on payments is not a concern. Thus, employers seeking corporate or group medical insurance prefer this option to ensure they never have a claim settlement issue.

They provide a range of variations on their ‘choices plans’ that allow them to select from different networks and add co-insurances. However, there is no flexibility on the limits for dental, optical and wellness (which can have a 12-month waiting period).
